A woman was charged with child neglect after Daytona Beach police said they found her shooting up heroin around two children, police said.

Victoria Hebbe, 24, of Arlington, Texas, was charged with child neglect, possession of heroin and possession on/use of drug paraphernalia. She is out of jail on $3,500 bail, records show.

According to Daytona Beach police, they responded to 340 S. Ridgewood Ave. to an anonymous report of a woman in a car "shooting up" and found a nodding Hebbe in the passenger seat of the vehicle. Two children were in the back, police said.

Police found a syringe with the cap off in Hebbe's lap and a clear baggie with a substance that tested positive for heroin, a report shows.

As police investigated Hebbe, another woman, Jackqulin Sartin, 36, came out of the building and asked what Hebbe had done, a report said. Sartin said she had gone into the building to take care of her grandfather and left the two children in the care of Hebbe, police said.

Sartin was wanted in Texas for violating her parole reference theft of firearm, police said. She was being held without bail on Tuesday.
